Charter for British Sign Language Consultation in Blackpool

11 February 2014

Charter for BSL – What is it?

The BDA is asking local authorities and public services across the UK to sign up to the Charter for BSL.  The Charter sets out five key pledges to improve access and rights for Deaf people who use Sign Language.

The five pledges are:

·      Ensure access for Deaf people to information and services

·      Promote learning and high quality teaching of British Sign Language

·      Support Deaf children and families

·      Ensure staff working with Deaf people can communicate effectively in British Sign Language

·      Consult with our local Deaf community on a regular basis

More detailed information about the Charter and its benefits to the Deaf community and local authorities will be explained at each consultation.

The Charter for BSL consultation is an opportunity for local deaf residents of Blackpool to openly discuss views about access to council services through their first or preferred language, British Sign Language.

The consultation also invites those that live outside the Blackpool Council boundaries but still use the council’s services.

Council services for example, might include;

·      Council Tax

·      Education and schools

·      Waste and Recycling

·      Libraries

·      Advice and Support

·      etc

Blackpool Council is working with the BDA to find out what the Deaf community’s views are and how services can be improved.

Questions the consultation will ask include;

·      What is life like in Blackpool?

·      What is good?

·      What needs improving?

·      What barriers do you face?
